Opportunity Youth Labor Report
An estimated 27,200 16-to-24-year-olds in the Portland-Vancouver Metro Area served by the Columbia-Willamette Workforce Collaborative (CWWC) are neither in school nor working. This accounts for more than 11% of all youth in the region. These individuals who are disconnected from educational environments and the workforce are known as opportunity youth.

Clean Energy Sector Report
Worksystems adopted Clean Energy as a Target Sector in 2023. Target Sectors are areas for workforce investment. Sector strategies are partnerships within a critical industry that bring together employers, educators, labor, economic development, workforce systems, and community organizations to identify and collaboratively meet the workforce needs of that industry within a regional labor market.

State of the Workforce Labor Report
The Collaborative is focused on aligning and investing resources to support the workforce needs of five sectors: Advanced Manufacturing, Clean Energy, Healthcare, Technology, and Construction. Sectors are chosen based on factors such as their economic significance to the region, current number of openings and job growth projections, average wages that support self-sufficiency, and career ladder opportunities across the skill continuum. By examining labor market intelligence (such as the data contained in this report) and vetting the information with business partners, we are able to better understand industry trends, identify current and emergent workforce needs, and develop customized solutions for each sector.
2022
Construction Labor Market Report
In 2016, The Columbia Willamette Workforce Collaborative (CWWC) published its first data report about the Construction industry. This report introduced the community to Construction as a high growth industry in the Portland-Vancouver Metro Area and led CWWC to building a Construction Workforce plan which launched in June 2017. Since the 2016 report (which included data from 2013, 2014, and 2015), Construction has added more than 19,800 jobs—more than any other industry. Construction has the second highest rate of growth, with a 33 percent increase in the number of jobs between 2015 and 2021.

Healthcare Labor Market Report
The Healthcare industry has long been a cornerstone of our regional economy in the Portland-Vancouver Metro Area (PVMA). Currently, healthcare makes up approximately 10% of the region’s private sector employment and 10% of payroll and is projected to grow by 17% over the next ten years.

Advanced Manufacturing Labor Market Report
Between 2015 and 2019, Advanced Manufacturing has added over 5,800 jobs, reaching some of the fastest growth rates for the sector in the 21st century. The sector was initially hit hard during the COVID-19 pandemic, losing nearly six percent of its employment base during 2020. Although jobs are returning, the sector’s growth in 2021 was slightly smaller than the overall economic growth in the region.
